How to do it
Produce the following documents:
- declaration of residence form with all of the mandatory fields filled in and signed by all adults with the personal data of all family members who are changing residence, certifying whether or not they have a driving license and registered vehicles;
- in case of transfer of minors only, the declaration of residence for minors with all of the fields filled in by the parent or guardian to whom the minors' residence is transferred and signed by both parents/guardians;
- the original identity document of all family members and photocopy as well; non-EU citizens must present their passport and residency permit in the original and a photocopy; EU citizens, on the other hand, must present the original version of their passport or identity card, and a photocopy;
- the original version of the personal tax code card for each of the family members who are changing residence, and a photocopy;
- written consent of the head of the family, with a photocopy of his/her identity card, in the case of requesting residence with citizens who are already resident citizens (act of consent to the transfer of residence).
How and where to submit the declaration
The declaration of residence can be presented (always complete, i.e. including all the sides of the ministerial form and the documents required) by choosing only one of the methods indicated below. It should be noted that any multiple forwarding in different forms interferes with the initiation of the procedure.
Online
- ANPR portal by logging into the area reserved for Citizen Services with your digital identity (CIE-SPID-CNS), you can fill in the change of residence declaration within the same municipality for yourself and for the members of your family online and send it automatically to the municipality of residence, and check the progress of the application online. In this way, it is not possible to submit the declaration via a proxy
- email anagrafe@comune.vicenza.it (attaching the appropriate declaration form signed and accompanied by the documents specified above) uploaded via scanner
- pec(certified email) vicenza@cert.comune.vicenza.it (attaching the signed declaration with a digital signature and accompanied by all the above documentation) uploaded via scanner
By mail
- by registered mail, sending the special residence declaration form, accompanied by the documents specified above in photocopied version
In person
- at the Office of Vital Statistics in piazza Biade 26 (during opening hours for the public by appointment to be booked online)
- at the branch Office of Vital Statistics in viale della Pace 89 - villa Tacchi, former district 3 (by appointment to be booked online)
Procedure for filling the application
The registrations of residence requests, sent to the Office of Vital Statistics, using the methods described above, will be carried out by the registrar within two working days following their submission (Law Decree 5/2012). From that moment, it will also be possible to issue only certificates of residence and family certificates (for all other certificates, including identity card, it is necessary to wait for the verification of the requirements foreseen and the submission of suitable documents where necessary) .
After the registration of the residence requests, the registrar will verify the truth of the statements made by the applicant, through specific on-site checks.
In order to facilitate the checks regarding residence, the citizen must show a copy of the title that allows him/her to have access to the accommodation (e.g. lease or rental contract, property deed, etc.).
Sanctions
According to art. 5 paragraphs 4 and 5 of Law Decree 5/2012 and of art. 75 of Presidential Decree 445/2000, the declarations that do not correspond to the truth will result in the forfeiture of the benefits acquired as a result of the false declaration (loss of the last residence and restoration of the pre-existing situation), as well as in a report being sent to the police, written by the registrar, regarding the discrepancies between the declarations made by the interested parties and the results of the investigations carried out.
According to art. 76 of Presidential Decree 445/2000, anyone who makes untruthful declarations can be punished according to the Criminal Code and special laws regarding the matter.
