How to do it
The declaration of residence can be presented (always complete, i.e. including all the sides of the ministerial form and the documents required) by choosing only one of the methods indicated below. It should be noted that any multiple forwarding in different forms interferes with the initiation of the procedure.

Documents
Produce the following documents:
passport or identity card of your country of origin, if the nationality of all adult members of the family unit who are changing residence is specified in the said document, in the original version and a photocopy;
In addition, depending on the case, the following documents must also be produced:
Citizens of the European Union applying for residence in Italy for the first time:
1) Citizens of the European Union who work
• original version + a photocopy of the employment contract with the employer's declaration that the contract is still ongoing at the date of the residence request, with the signature in the original version and an attached photocopy of the employer's identity card;
• original version + a photocopy of the last two pay slips;
or:
• original version + a photocopy of the INPS (Italian Social Security Service) or INAIL (state body providing sickness benefits to people injured at work) registration certificate;
• original version + a photocopy of the last two pay slips.
2) Citizens of the European Union who do not work
• health insurance policy with annual validity that covers all risks;
sufficient economic resources to be self-certified with a self-declaration of availability of sufficient economic resources
According to art. 2 of Law Decree. 30/2007 the term "family members" means:
• the spouse;
• the direct dependent heirs under the age of 21 and those of the spouse;
• the direct dependent forefathers and those of the spouse.
c) certificate of attendance in courses of study, for those who are studying.
3) Citizens of the European Union who are joining a family member (1st degree), always a citizen of the European Union and already a resident
• Children who are joining their parents who are already residents must show the original version or a photocopy of the birth certificate, legalized and translated, indicating paternity and maternity;
• parents who are joining their children who are already residents must show the original version or a photocopy of the child's birth certificate, legalized and translated, indicating paternity and maternity;
• the spouse who is joining the spouse who is already a resident must show the original version or a photocopy of the marriage certificate, legalized and translated.
In each of the three cases of kinship mentioned above, it is also necessary to produce:
• the applicant's affidavit in which he/she declares to be supported by the family member who is already a resident;
• the affidavit of the family member who is already a resident in which he/she declares that he/she supports the applicant family member.
Citizens of the European Union already residing in another Italian municipality
If in possession of it, the residence certificate (in the original version) issued by the previous Municipality of registration.
Anyone who illegally occupies a property without having the requisites cannot request residence nor connection to public services in relation to the property itself, and acts issued in violation of this prohibition are null and void for all purposes of the law (Article 5 of Law Decree no. 47 of March 28, 2014, converted into Law no. 80 of May 23, 2014). Therefore, in addition to the documents indicated above, the following must be produced:
In the absence of these documents, certifying the regularity of the title of the occupation, the declaration of residence will be inadmissible.
