Change of residence - moving from another municipality (english)

Citizens who are moving to Vicenza from another Municipality or from abroad must submit the declaration of change of residence to the Office of Vital Statistics within 20 days from the date of the move.
Who can submit the declaration
• The interested adult person
• Any adult member of the family, if the entire family unit is changing residence
• A third-party adult representative, with a written proxy and a photocopy of the identity card of both (applicant and representative)
What to declare
• The personal information of all the members of the family unit
• The new address (house number, staircase, floor, apartment number)
• All the information in the form that is highlighted by an asterisk as mandatory information
• The possession of a driving license and ownership of registered vehicles
Warning
If the possession of vehicles in one's own name is attested to in the declaration of residence presented to the Office of Vital Statistics, it is possible to download the certificate containing the residence information, as recorded in the National Vehicle Archives (ANV), via the motorist’s portal (www.ilportaledellautomobilista.it), to be shown in case of need.
How to do it
Produce the following documents:
- declaration of residence form with all of the mandatory fields filled in and signed by all adults with the personal data of all family members who are changing residence, certifying whether or not they have a driving license and registered vehicles;

- in case of transfer of minors only, the declaration of residence form for minors with all of the fields filled in by the parent or guardian to whom the minors' residence is transferred and signed by both parents/guardians;

- document of identity, in the original version and a photocopy, of all the family members (for minors, the identity card only if he/she is already in possession of one);

- the original version of the personal tax code card of each of the family members who are changing residence, and a photocopy;

- written consent of the head of the family with a photocopy of his/her identity card, in the case of requesting residence with citizens who are already resident citizens an act of consent to the transfer of residence

- proof of the title for the occupation of the habitual dwelling. The appropriate section of the Declaration of residence must be carefully filled in and the title that allows you to be in possession of the accommodation must be attached. For example:

- a copy of the lease/rent;

- a delivery report relating to public residential buildings (for renters of this type of accommodation);

- a copy of the authorization for temporary hospitality, issued by the holder (for those who are housed in public housing units);

- a written and signed consent by the owner of the occupied accommodation in the event that the non-owner tenant requests residence in the absence of a regular lease/rental contract, accompanied by a photocopy of a valid identification document of the aforementioned owner.
In the absence of these documents, certifying the regularity of the title for occupation, the declaration of residence will be inadmissible.
Anyone who illegally occupies property without having the requisites cannot apply for residence nor for connection to public services in relation to the property itself, and the deeds issued in violation of this prohibition are null and void for all purposes of the law (Article 5 of Law Decree no. 47 of March 28, 2014, converted into Law no. 80 of May 23, 2014).
If the transfer of residence concerns a minor with only one of the two parents, a specific declaration made by the other parent must be submitted with a copy of the valid identity document attached.
How and where to submit the declaration
The declaration of residence can be presented (always complete, i.e. including all four sides of the ministerial form and the documents required) by choosing only one of the methods indicated below. It should be noted that any multiple forwarding in different forms interferes with the initiation of the procedure.
Online

- ANPR portal (for change of residence from another Italian municipality or for repatriation from abroad for AIRE members), by logging into the area reserved for Citizen Services with your digital identity (CIE-SPID-CNS), you can fill in the online change of residence declaration within the same municipality for yourself and for the members of your family and send it automatically to the municipality of residence, and check the progress of the application online. In this way, it is not possible to submit the declaration via a proxy

Citizens belonging to the European Union

Non-EU citizens
The non-EU citizen must produce, in addition to what is described above and with the forwarding methods already indicated, also:
• passport and residence permit issued by the Police authority;
• if married, the original version and a photocopy of the marriage certificate legalized by the Italian consular authority of the foreigner’s country of origin with a certificate of conformity of the translation.
UK citizens enrolling for the first time in Italy:
• passport and electronic residence document issued by the competent Police Headquarters
Filling procedure
Within 45 days from the presentation of the Declaration, the verification of the requirements foreseen is carried out (habitual residence, document check, etc.).
The ascertained absence of a requirement leads to the cancellation of the proceedings with retroactive effect.
After 45 days from the presentation or sending of the Declaration and in the absence of any communication to the declarant(s), the registration of the new residence or the change of residence is considered confirmed (silence implies consent).
Compliance with the 45-day deadline is guaranteed by submitting or sending the Declaration exclusively in the ways and to the addresses indicated on this page. The checks are arranged for after the declaration of the citizen who, in any case within two working days from the registration of the application, will already be able to obtain the certificate of residence and the family certificate. For all other certificates, including the identity card, it will be necessary to wait for the completion of the application for which the check by the local police command and the acquisition of documents from the municipality of origin is also foreseen.
In order to allow the check to be carried out, it is necessary to put your name on your doorbell and on your letterbox. The eventual impossibility of accessing the house could compromise the preliminary investigation of the procedure and its positive conclusion.
In order to facilitate the checks regarding the residence, the citizen must show a copy of the title that allows him/her to be in possession of the accommodation (e.g. lease or rental agreement, property deed).
Warning
If in the declaration of residence presented to the Office of Vital Statistics, the possession of vehicles in one's own name is attested to, it is possible to download the certificate containing the residence information, as recorded in the National Vehicle Archives (ANV), via the motorist’s portal (www.ilportaledellautomobilista.it), to be shown in case of need
Sanctions
According to art. 5 paragraphs 4 and 5 of Law Decree 5/2012 and of art. 75 of Presidential Decree 445/2000, the declarations that do not correspond to the truth will result in the forfeiture of the benefits acquired as a result of the false declaration (loss of the last residence and restoration of the pre-existing situation), as well as a report being sent to the police, by the registrar, regarding the discrepancies between the declarations made by the interested parties and the results of the investigations carried out.
According to art. 76 of Presidential Decree 445/2000, anyone who makes untruthful declarations is punished according to the Criminal Code and special laws on the matter.
