Change of residence for European Union (EU) citizens (english)

Citizens of the European Union who intend to apply for residence must produce the documents indicated below.

How to do it

Produce the following documents:

    • declaration of residence form completed in all the mandatory fields and signed by all adults with the personal information of all family members who are changing residence, certifying whether or not they have a driving license and registered vehicles;
    • in case of transfer of minors only, the declaration of residence form for minors completed in all the fields by the parent or guardian to whom the minors' residence is transferred and signed by both parents/guardians;

passport or identity card of your country of origin, if the nationality of all adult members of the family unit who are changing residence is specified in the said document, in the original version and a photocopy;

    • card with your own tax code and that of all family members who are changing residence, in the original version and a photocopy;

In addition, depending on the case, the following documents must also be produced:

Citizens of the European Union applying for residence in Italy for the first time:

1) Citizens of the European Union who work

original version + a photocopy of the employment contract with the employer's declaration that the contract is still ongoing at the date of the residence request, with the signature in the original version and an attached photocopy of the employer's identity card;

original version + a photocopy of the last two pay slips;

or:

original version + a photocopy of the INPS (Italian Social Security Service) or INAIL (state body providing sickness benefits to people injured at work) registration certificate;

original version + a photocopy of the last two pay slips.

2) Citizens of the European Union who do not work

health insurance policy with annual validity that covers all risks;

sufficient economic resources to be self-certified with a self-declaration of availability of sufficient economic resources

According to art. 2 of Law Decree. 30/2007 the term "family members" means:

the spouse;

the direct dependent heirs under the age of 21 and those of the spouse;

the direct dependent forefathers and those of the spouse.

c) certificate of attendance in courses of study, for those who are studying.

3) Citizens of the European Union who are joining a family member (1st degree), always a citizen of the European Union and already a resident

Children who are joining their parents who are already residents must show the original version or a photocopy of the birth certificate, legalized and translated, indicating paternity and maternity;

parents who are joining their children who are already residents must show the original version or a photocopy of the child's birth certificate, legalized and translated, indicating paternity and maternity;

the spouse who is joining the spouse who is already a resident must show the original version or a photocopy of the marriage certificate, legalized and translated.

In each of the three cases of kinship mentioned above, it is also necessary to produce:

the applicant's affidavit in which he/she declares to be supported by the family member who is already a resident;

the affidavit of the family member who is already a resident in which he/she declares that he/she supports the applicant family member.

Citizens of the European Union already residing in another Italian municipality

If in possession of it, the residence certificate (in the original version) issued by the previous Municipality of registration.

Anyone who illegally occupies a property without having the requisites cannot request residence nor connection to public services in relation to the property itself, and acts issued in violation of this prohibition are null and void for all purposes of the law (Article 5 of Law Decree no. 47 of March 28, 2014, converted into Law no. 80 of May 23, 2014). Therefore, in addition to the documents indicated above, the following must be produced:

    • declaration of the interested party, duly signed, relating to the title of the occupation of the housing unit (pages 4 and 6 of the residence request form);
    • a copy of the rental contract or the delivery report relating to public residential buildings (for the tenants of this type of accommodation);
    • a copy of the authorization for temporary hospitality, issued by the holder (for those staying in public housing units).

In the absence of these documents, certifying the regularity of the title of the occupation, the declaration of residence will be inadmissible.

How and where to submit the declaration

The declaration of residence can be presented (always complete, i.e. including all the sides of the ministerial form and the documents required) by choosing only one of the methods indicated below. It should be noted that any multiple forwarding in different forms interferes with the initiation of the procedure.

Online

    • ANPR Portal ( for change of residence from another Italian municipality), by logging into the area reserved for Citizen Services with your digital identity (CIE-SPID-CNS) it is possible to fill in the declaration of residence for himself/herself and for the members of his/her family online and send it automatically to the competent municipality, and check the progress of the application online. In this way it is not possible to submit the declaration by a proxy
    • Portale del cittadino- Comune in casa (Citizen's Portal - Municipality at home) by logging in with your digital identity (CIE-SPID-CNS) it is possible to submit the declaration for the change of residence, with the required documents, and check the progress of the application online 
    • email uffanagrafe@comune.vicenza.it (attaching the appropriate declaration form signed and accompanied by the documents specified above) via scanner
    • pec (certified email) vicenza@cert.comune.vicenza.it (attaching the signed declaration with a digital signature and accompanied by all the above documents) uploaded via scanner

By mail

    • by registered mail, sending the special residence declaration form, accompanied by a photocopy of the documents specified above

In person

    • at the Office of Vital Statistics in piazza Biade 26 (during opening hours for the public by appointment to be booked online)
    • at the branch office of vital statistics in viale della Pace 89 - villa Tacchi, former district 3 (by appointment to be booked online)

 

Procedure for the filling of the application

The registrations of residence requests, sent to the office of vital statistics, using the methods described above, will be made by the registrar within two working days following their submission (Law Decree 5/2012). From that moment, it will also be possible to issue only certificates of residence and marital status (for all other certificates, including the identity card, it will be necessary to wait for the subsequent sending of all the personal data by the Municipality of origin, ''check of the requirements foreseen and the presentation of appropriate documentation where necessary).
After the registration of the residence requests, the registrar will have to verify the truthfulness of what is declared by the applicant, through specific on-site checks.

In order to facilitate the checks regarding residence, the citizen must show a copy of the title that allows him/her to have possession of the accommodation (e.g. lease or rental contract, property deed, etc.).

Warning

If in the declaration of residence presented to the Office of Vital Statistics, the possession of vehicles in one's own name is attested to, it will be possible to download the certificate containing the residence information, as recorded in the National Vehicle Archives (ANV), via the motorist’s portal (www.ilportaledellautomobilista.it), to be shown in case of need

Sanctions

According to art. 5 paragraphs 4 and 5 of Law Decree 5/2012 and of art. 75 of Presidential Decree 445/2000, the declarations that do not correspond to the truth will result in the forfeiture of the benefits acquired as a result of the false declaration (loss of the last residence and restoration of the pre-existing situation), as well as a report being sent to the police, by the registrar, of the discrepancies between the declarations made by the interested parties and the results of the investigations carried out.

According to art. 76 of Presidential Decree 445/2000, anyone who makes untruthful declarations can be punished according to the Criminal Code and special laws on the matter.
