Election of the 1st council of foreign nationals and stateless persons

The council of foreign nationals and stateless persons is a representative body and a means of participation in the public life of non-EU foreign nationals and stateless persons residing in Vicenza Municipality. The council exercises consultative and proposal-making functions related to the activity of the council administration for the purpose of ensuring the most efficacious participation of resident foreign nationals and stateless persons.
The
council of foreign nationals and stateless persons is made up of 21 members (including a president and vice-president) elected as representatives of the following geographic areas *:

  • Africa
  • America
  • Asia - Oceania
  • Non-EU Europe - Stateless

The mayor (or his delegate) and two city councillors (one from the majority party and one from the minority party) appointed by the city council are also entitled to be members of the council.
The members of the council of
foreign nationals and stateless persons will remain in office until the mayor’s term of office ends.
It is governed by specific
regulations approved by City Council resolution no. 53 of 17/11/2014.
Two representatives of the
council of foreign nationals and stateless persons will attend city council meetings, and have the right to speak but not vote on motions.

When to vote

Members of the council of foreign nationals and stateless persons will be elected on Sunday 14 February from 9am to 7pm.

Who can vote

To be able to vote you must :

  • be a foreign national or stateless person;
  • not be an Italian citizen;
  • be over 18 years of age on 14 February 2016;
  • reside in the Vicenza Municipality and be duly registered at the Vicenza Municipal registry office on the date of the notice of elections;
  • have a valid residence permit or a receipt showing that the permit renewal application or a residence card application has been filed;
  • have the legal requirements for a residence permit.

 

Where to vote – polling stations

  • Villa Tacchi in the San Pio X zone (viale della Pace, 89): 3 polling stations for residents of the ex-electoral wards 3, 4 and 5.
  • Villa Lattes in the Santa Bertilla zone (via Thaon di Revel, 44): 2 polling stations for residents of the ex-electoral wards 6 and 7.
  • Forum Center in the historical centre (piazza Biade, 26 - Council office building– ground floor ): 1 polling station for residents of the ex-electoral wards 1 and 2.

How to vote

To be able to vote the voter must present the following documents to the president of the polling station:

  • valid residence permit, or a receipt showing that the permit renewal application has been filed;
  • passport or equivalent document for stateless persons or identity card.

Each elector casts his or her list vote by placing a mark on the symbol or the name of the list for which they wish to vote. Each elector may cast one or two preference votes by writing the name of the preferred candidate.
If casting two preferences they must be for candidates of different sex on the same list. The one list vote is only counted for the list. The elector may vote the candidate that he or she prefers regardless of their geographical origin.


Who can stand as a candidate

You can stand as a candidate if:

  • you are a foreign national or stateless person;
  • you are not an Italian citizen;
  • over 18 on the day you are nominated as a candidate;
  • be a resident of the Vicenza Municipality;
  • you have resided in Italy for at least 5 years;
  • you are not incompatible and/or ineligible to run for candidate as specified in current regulations for city councillors: DPR 267/2000- Title 111of Chapter 11 – Unsuitability, ineligibility, incompatibility(Format: PDF);
  • have a valid residence permit or a receipt showing that the permit renewal application or a residence card application has been filed;
  • be on a list of candidates for election to the council.

Composition of the electoral lists

The electoral lists must comprise a minimum of 6 up to a maximum of 21 candidates.
For the presentation of nominations, the election agents of each list, whether individuals or committees, must collect
at least 30 and not more than 80 signatures of registered electors in support of the nominations. A list can include candidates from countries in several geographical areas, as long as the geographical area of origin is specified for each candidate, as defined by his or her passport or similar document or by the place of birth.
Both sexes must be represented on the list, but neither may exceed 2/3 of the candidates for each sex.
Each elector may sign only one list.

 

Presentation of the lists of candidates

The lists, complete with the required signatures and documents, must be submitted to the General Secretary of the Council (Palazzo Trissino, corso Palladio 98, Monday to Friday, from 10am to 12.30pm; Tuesday and Thursday also from 4.30pm to 6pm), under penalty of inadmissibility, by Friday 15 January 2016.
Each candidate must submit a statement of consent to nomination and a statutory declaration on meeting the specified requirements.
The lists , drawn up in Italian, must indicate:

  • the name and symbol of the list;
  • the geographic area that the list represents;
  • last name, first name, place and date of birth, full home address in Vicenza and the geographic area of origin for each candidate, in addition to the progressive number of the candidate’s position on the list.

The candidates’ nomination papers will be examined by the electoral commission, and will issue a notice of refusal and/or notice of pending decision with subsequent notice of admission or refusal, to the parties concerned.

 

Signatures supporting the nominations

Signatures supporting the list of nominations can be collected up to 15 January 2016 at the Public Relations Office - Urp (Palazzo Trissino, corso Palladio 98, Monday to Friday, 9am to 12.30pm, and Tuesday and Thursday also 5pm to 6pm.
Signatures may also be certified in different places and in different ways as set out in the regulations in force (for example: gazebos, meetings, events, etc…).
The signatures can be certified by: notaries, justices of the peace, clerks of the court, mayors, executive councillors, chairmen of city councils, city councillors who have communicated their availability to the mayor, provincial and municipal secretaries and officials appointed by the mayor.

Declaration of the election results

Counting will begin immediately after the polls close. The electoral commission will announce the results of the election, after verifying the results of the count, on Monday 15 February 2016.
