Street artists - buskers (english)

Performing street artists are: dancers, jugglers, pavement artists, mime artists, musicians, portraitists and acrobats.


Street artists may perform freely within the rules in article 165 of the Urban policing and trading-standards regulations (city council resolution no. 54 of 29 Oct. 2013).


Street artists may perform anywhere in the municipal territory, including pedestrian precincts and public parks, but they must keep away from the following places:

- healthcare facilities
- rest homes
- hospitals
- schools during teaching hours
-
places of worship during religious ceremonies.


Street artists do not need to obtain a permit or to pay the rent for occupying a public area (COSAP).

Street artists must not use sound amplifiers. No animal(s), of any species, may be used during performances.

Any donations must be collected only in the place where the performance takes place, using containers placed on the ground.

Times: Street artists may perform between 9 am and 2 pm and between 3.30 pm and 11 pm.


Musical performances, of whatever kind, must last at most 2 hours in the same place.
After that, the performers must move at least 150 metres away.


In any case, street artists must not hold musical performances and must not obstruct road or pedestrian traffic or commercial activities when concerts, performances or exhibitions are being held by public bodies or private organisers with permission from the city council.

Street artists’ performances must comply with the “Rules for street artists in the municipal area”, in force from 17 August to 31 October 2012 and then extended until 30 September 2013.

Article 121 of the consolidated public-safety act (TULPS) – which required street artists to register with the local public-safety authority – has been partially repealed, so street artists may now perform freely.

Dancers, jugglers, pavement artists, mime artists, musicians, portraitists and acrobats are considered as performing street artists.

They may perform throughout the municipal area, including in pedestrian precincts and public parks, although they must stay away from hospitals and other healthcare facilities, rest homes, schools during teaching hours, and places of worship during religious ceremonies.

Street artists may perform from 9 am to 2 pm and from 3.30 pm to 11 pm.

Musical performances may last for at most 3 hours in the same place. After 3 hours, the performers must move at least 150 metres away.

Street artists may not perform at the same time as planned concerts, events or displays run by public bodies or private organisers with council permission.

Artists must comply with the rules on hygiene, road safety, and environmental and noise pollution and must not block the street, obstruct road and pedestrian traffic, or cause nuisance to businesses. Artists must take care not to block viewpoints and not to obstruct the view of historically or artistically important monuments or buildings. Street artists must not cause damage to property or injury to people.

Artists must never use animals during their performances. Street artists must not use sound amplifiers, stages, platforms, audience seating, or equipment other than that typically used for their particular activity.

For all cases not covered by the above Rules, the earlier measures continue to apply, which require street artists to obtain a specific permit from the head of the Economic development department (Settore Sviluppo economico).
